Investigator Felix Moran has a Bachelor of Arts degree in Social Sciences with Minors in History and Political Science. He has 15 years of law enforcement experience, including street-level investigations and undercover investigations, as well as more than 1200 hours of training. In that time, he has conducted a wide variety of criminal investigations, performed numerous background investigations, and served many pieces of legal paperwork. He has worked such assignments as undercover patrol street crimes unit, bike patrol, cooperative community efforts to solve special problems, and as a field training officer. He served as the vice chairman of the Washington Criminal Justice Training Commission's Board on Law Enforcement Training Standards and Education, president of the Washington Critical Incident Stress Management Network, vice president of the Northwest Association of Tribal Enforcement Officers, and on the editorial board of Law Enforcement Technology magazine. He has received numerous commendations and service awards, particularly from the CARTA traffic safety group, the Elks Club, and the Northwest Tribal Court Judges Association.

Felix Moran also has seven years of experience as a law enforcement executive, having built a local Indian reservation police department from the ground up (beginning in October 2000) and serving as its chief of police. In addition to understanding jurisdictional issues, this position required him to be very attentive to two very important issues for the client: confidentiality and liability.
