The City of Moline Planning and Development Department includes business resources, zoning & land development, property management and housing programs.
Customer Assistance:
Whether it is opening a new business, land use planning, transactions regarding City-Owned property, buying a first home, or making emergency home repairs for those in need of assistance, among other things, the City of Moline's Planning & Development department professionals and technicians are committed to assisting all customers to achieve their goals. With an eye toward continuous improvement of our community and the services we provide, we look forward to the opportunity to assist you.
Business Assistance:
The City of Moline works with various organizations at the local and state level to respond appropriately to requests for assistance. With its partners, the city can respond to requests for small business development, workforce development issues, financing, and other issues. In addition, depending on the location and if the business qualifies, the City can provide tax increment financing (TIF) assistance, façade improvement assistance, enterprise zone benefits, and low interest secondary financing loan programs.
The Land Development Division responsibilities include:
•Assisting with land use planning
•Monitoring development activity throughout the community
•Administering development related codes - zoning code, subdivision code, sign code, and flood hazard prevention code
•Coordinating the annexation of new territory
•Providing technical and professional support to the Moline Plan Commission and Zoning Hearing Officer
Property Management Division:
The Property Management functions of the City of Moline encompass property transactions and maintenance for City-Owned property and public right-of-way. This division of the City certifies that City property is acquired or disposed properly. The City must also manage all public right-of-way throughout the City, through permitting, licensing and in some cases vacating or dedicating right-of-way.
Housing Programs:
The housing programs office of the Community Development Division focuses on providing safe, decent, affordable housing. Maintaining and enhancing the City’s housing stock is seen as a foundational component of stabilizing local neighborhoods and enhancing the community’s overall quality of life. By extending the life of the local housing stock and expanding the availability of affordable housing, we believe we are making significant contributions towards a more sustainable community.
Location and Staff Availability:
We are located on the first floor of Moline City Hall and open Monday through Friday from 7:30 am to 5:00 pm. Division hours vary. Land development (zoning) staff are generally available from 7:30 am - 4:30 pm. Administrative, economic development, property management, and community development staff are available from 8:00 am - 5:00 pm.
