The City of White Settlement is governed by the City Council-City Manager form of government.
The City of White Settlement began as a village west of the Trinity River. This village was the only non-Indian village among seven Indian villages along this side of the Trinity River. The Indians called the village "The White Settlement Village". On May 24, 1941 the Village of White Settlement was incorporated at an election as The City of White Settlement.
