The Humane Society of Randolph County, Inc. was established in 1986. Some of the original founders were Ann B. Carroll, Greta Strong, Bill and Gerry Skelton, Kathy Snow Blackwell and others. They originally held strays in a pen behind the old Star Herald building which at that time was located on Everett Street in Pocahontas. Bill Carroll, Ann's husband and Pocahontas mayor, established the animal shelter approximately 1976. It was operated by the humane society until August 31, 1991 when it was turned over to the City of Pocahontas due to lack of funds to pay an employee and to adequately care for the animals.
