The Borough of West Mifflin is governed by the rules and regulations as established by the Borough Code of the State of Pennsylvania. The Borough Code basically outlines what the borough is allowed to do under the laws of the State of Pennsylvania. Borough Government is organized under the following Departments:

BOROUGH COUNCIL
The Borough has seven members of Council elected at large who serve a four-year term in office. The Council is the body that sets policies for the borough through the enactment of ordinances and resolutions.

MAYOR
The Mayor is elected to a four-year term and has the powers and duties as indicated in Article X-A of the Borough Code of the State of Pennsylvania.

ADMINISTRATION (BOROUGH MANAGER)
The office of the Borough Manager, who is appointed by Borough Council, rests the responsibility for the day-to-day operations of the borough. Duties include supervision of the various departments, budget, financial matters, accounts receivable, accounts payable, mechanical device, amusement tax billings, payroll, pension administrations, Federal and State mandated reporting, insurance matters, and labor relations.

POLICE
The Police Department is staffed by full-time, state certified police officers who provide around-the-clock protection for the borough. Within the department there are several divisions such as the detectives division, the patrol division, and the K-9 unit. The department is involved with a number of activities outside of normal patrol activities, such as the Southwest Drug Task Force, D.A.R.E. program for drug prevention education to school children, t Cops-N-Jocks program that deals with older kids in high school.

COMMUNITY DEVELOPMENT
This department is responsible for the enforcement of the Zoning and Land Development Ordinances of the borough as well as the various ordinances and codes that deal with building construction and renovation, property maintenance, and fire and electrical standards. It is through this department that permits for building construction and renovation, occupancy, grading and signs are submitted, reviewed, and approved. Submissions to the Planning Commission and Zoning Hearing Board are processed through this department.

DISPATCH COMMUNICATIONS
This department is responsible for the emergency dispatching of the police, fire and ambulance services. Dispatchers are full-time with approved Emergency Medical Dispatch training.

SCHOOL CROSSING GUARDS
Through a cost sharing agreement with the West Mifflin Area School District, the borough provides guards at busy intersections and on heavily traveled streets to provide safety for children either walking to school or riding a bus.

SANITATION & RECYCLING
This department is responsible for the residential collection of garbage and refuse and for the collection of recyclable materials.

STREETS
Through the Streets Department over 70 miles of borough roads are maintained, repaired, or repaved over the course of a year. The department is also responsible for snow and ice removal. In addition, they maintain over 29 miles of storm drains and sewer lines, paint road marking lines, help maintain traffic signals, and erect various signs such as street signs and stop signs.

PARKS & RECREATION
This department maintains the various parks through cutting grass, inspections, replacing playground equipment, and erecting picnic shelters. This department is also responsible for the summer recreation program and for annual activities like the Easter Egg Hunt, Community Day, Halloween parade and the Christmas party with Santa Claus.
