Residents in Willowbrook haven't been told they have a serious problem, and that they're living above a pool of contaminated groundwater that has migrated beneath their homes—contamination stemming from the former Athens Tank Farm situated west of their neighborhood.
Who's responsible for this?
ExxonMobil is chiefly responsible—they’re the ones who owned the Athens Tank Farm that is the source of the contamination.
The LA Regional Water Board is also responsible. It's the lead government agency responsible for getting this mess cleaned up. The Water Board ordered ExxonMobil to clean up the toxic contamination, but in nearly five years, they've gotten pretty much nowhere.
Kleinfelder, an international consulting company, also plays a key role in all this. When public agencies demand that ExxonMobil clean up a toxic contamination site, the giant oil company has hired Kleinfelder to perform environmental tests at their hazardous sites. Kleinfelder has been accused of conducting tests to the benefit of their client and never finding any harm to human health at the toxic sites it monitors for Exxon Mobil.
